State Profiles and Worksheets for State Test Score Trends Through 2007–08

General Information about State Profiles and Worksheets

The state profiles and worksheets posted on this Web site include information that the Center on Education Policy (CEP) and the Human Resources Research Organization (HumRRO) obtained from states from fall 2008 through April 2009. We are extremely grateful to the state departments of education in the 50 participating states for their cooperation in making these data available and their involvement in verifying the data.

National findings from this study are described in a series of reports, State Test Score Trends Through 2007-08, available on this Web site.

To assist others who want to do further research and analysis, we are making available to the public the data we collected from states in the form of state profiles and worksheets. The profiles, which were developed by CEP and HumRRO, give a picture of specific achievement trends in each state and were used to determine national trends for the series, State Test Score Trends Through 2007-08. The worksheets contain the full set of data collected from the states, included additional grades not covered in the profiles. All 50 states are represented in the profiles and worksheets, but some states could not provide the full range of data requested for any of the following reasons:

Data were not available, do not exist, or could not be obtained from the state or any public source.
Some grades were not tested in the years prior to and soon after 2002 when NCLB was enacted.
Data were not collected at all because they were from a previous test that would not be used in reporting or because there was a break in the comparability of data between years.

The data in these profiles and worksheets are extensive and could inform a variety of research questions. Users of these data should cite the Center on Education Policy as the source of data.

State Profiles — General Achievement Trends

The general achievement trends profiles posted on this Web site include the following information, where available, for each of the 50 states:

Bullet points summarizing key findings about achievement trends in that state at three performance levels—basic-and-above, proficient-and-above, and advanced
Background information about limitations of the state's test data and characteristics of the state's testing system, including major changes in that system
Figures and tables with the percentages of students scoring at the proficient level and above in reading and mathematics for all years with comparable data since 1999 and for all grades tested under the No Child Left Behind Act
Figures and tables with percentages of students performing at three achievement levels—basic, proficient, and advanced—in reading and math for all the years since 2002 with comparable data and for grade 4, grade 8 (in most cases), and the high school grade tested for NCLB purposes
Figures and tables with mean scale scores, standard deviations, and effect sizes in reading and math for all the years since 2002 with comparable data and for the three grades analyzed in this study

The subgroup achievement and gap trends profiles posted on this Web site include information for each of the 50 states about the performance of student subgroups. Where available, the subgroups include white, African American, Latino, Asian, and Native American students, as well as students eligible for free- and reduced-price lunch (a measure of low income), students with disabilities, English language learners, males, and females. In the tables related to achievement gaps, data are also included for the comparison groups of students who are not eligible for free or reduced-price lunch, are not low-income, do not have disabilities, or are not English language learners.

The subgroup profiles contain the following information, where available:

A short summary and bullet points outlining the main trends in that state in the performance of racial/ethnic subgroups and the low-income subgroup at three achievement levels (basic-and-above, proficient-and-above, and advanced) and the main trends in achievement gaps between subgroups
Background information about limitations of the state's test data and characteristics of the state's testing system, including major changes in that system
Tables with the percentages of grade 4 students by subgroup scoring at the basic-and-above, proficient-and-above, and advanced achievement levels in reading and math for all years with comparable data since 2002
Tables with the percentages of students in specific subgroups scoring at or above the proficient level in reading and math at three grade levels (grade 4, grade 8 in most cases, and the high school grade tested for NCLB purposes); average annual gains in the percentage proficient for each subgroup; and comparisons of the rate of gains for various subgroups to determine whether achievement gaps have narrowed, widened, or stayed the same

Worksheets

Also posted on this Web site are two Excel files with data for each state: XX Proficiency 2008_CEP.xls and XX Scale Scores 2008_CEP.xls. (XX stands for the two-character abbreviation for the state name.) Each Excel file contains worksheets for school years 1998-99 through 2007-08.

The proficiency file details the percentage of students in each grade who scored at each state-defined achievement level, for all tested students in the state and for each subgroup. Where available, these data cover white, African American, Latino, Asian, and Native American students, as well as students eligible for free or reduced-price lunch (a measure of low income), students with disabilities, English language learners, males, females, Title I students, and migrant students. (Individual states may use different labels for these subgroups.) For the demographic subgroups, data were also disaggregated for comparison groups, including students who are not eligible for free or reduced-price lunch, are not low-income, do not have disabilities, or are not English language learners. The top several rows in this file summarize the percentages of students scoring at or above the proficiency cut score.

The scale scores file, which is structured in a similar way, contains mean scale scores, standard deviations, and numbers of test-takers for each group of students at each grade for each year.

The contents of these Excel files were verified by each state. Only a subset of the data was used in the aforementioned state profiles; those data cells are highlighted in bold.
